RE: The tariff classification of a coupon dispensing kiosk from China.

Dear Mr. James:

In your letter dated November 14, 2007 you requested a tariff classification ruling.

The merchandise under consideration is an incomplete coupon dispensing kiosk. This kiosk is a metal cabinet measuring approximately 24 inches wide by 12 inches deep and 65 inches tall, weighing approximately 160 pounds. The complete kiosk will feature a touch screen display, computer and printer. The kiosk will be imported with the touch screen display, control box and electrical wiring; the computer and printer will be installed after importation. The function of this kiosk is to provide customers a discount coupon from a selection of merchants via the touch screen display. Once a selection is made, the kiosk will print and dispense the desired coupon. This machine will record the number of tickets dispensed for each merchant and the amount.

As imported, the coupon dispensing kiosk has the essential character of the complete or finished article, only requiring an off the shelf computer and printer to be added.

The applicable subheading for the coupon dispensing kiosk will be 8470.90.0190, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Calculating machines…ticket-issuing machines and similar machines, incorporating a calculating device; cash registers: Other: Other.” The general rate of duty will be Free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
